About the Directorate for Trade and Public Procurement Policy

The competencies of the body responsible for the public procurement policy include:

implementing measures for the development and improvement of the public procurement system in the Republic of Croatia; implementing measures for the purpose of correct and uniform application of laws and implementing regulations in the field of public procurement; supervising the implementation of Public Procurement Act (PPA) and regulations in the field of public procurement; performing administrative and professional tasks related to giving opinions on how to prevent or eliminate irregularities; collecting, recording, processing and analyzing irregularities in order to take measures to achieve proper and uniform application of PPA and implementing regulations in the field of public procurement; provideing expert assistance in the application of PPA and implementing regulations with the aim of acting uniformly in the conduct of public procurement procedures; maintaining the Public Procurement Portal; cooperates with other state bodies in order to achieve a uniform interpretation and correct application of regulations; conducts training in the field of public procurement, issues certificates in the field of public procurement; carries out coordination activities within the tasks related to the European Union; promoting the use of new technologies, in particular electronic public procurement; monitoring activities in the field of public procurement at the level of international and European organizations such as the World Trade Organization and the Organization for Economic Cooperation and Development; monitoring the acquis communautaire and participating in the work of the European Union institutions in the field of public procurement; monitoring public procurement practices in the Member States; coordinating the harmonization of Croatian legislation in the field of public procurement with the acquis communautaire; preparing expert bases and proposals of positions related to the acts of the European Union, the World Trade Organization, the Organization for Economic Cooperation and Development in the field of public procurement; proposing, preparing and coordinating the drafting of draft laws and proposals of other regulations in the field of public procurement; analytically monitoring the development of the public procurement system, monitoring the Electronic Public Procurement Classifieds of the Republic of Croatia, collecting, recording, processing and analyzing data on public procurement and preparing statistical reports, and performing other tasks within its scope.

Structure of the Directorate for Public Procurement Policy:
